Clinging Shroud?

I was reading the following passage in one of my favorite comics heroes "Nemesis":

"Danger in the air ... The man known as Nemesis feels it like a clinging shroud around him as he prowls warily through the darkened hangars of a small Airport ..."

I know the meaning of each word separately, but what does they mean together?
