climb the ladder

The following sentences are news items. Please help me correct them.

1. The pupils and teachers of Zhao-Dong Elementary School search for somebody.
2. Who was the boy that climbed through the ladder in this picture from 50 years ago?

I am not sure if the word "climb" here in #2 is acceptable because the ladder was put flatways on the ground, not erectly, so that the boy could squat down and put his head down to crawl through the hole of the ladder. However, a teacher says it's still climbing the ladder.

Normally, it's writer's choice, but here, "that" lays a false scent with "hat that". I like "who" for people, myself, in most cases, anyway.
