Climb over a wall

What is the meaning of "to climb over a wall" as in "He climbed over a steep wall" ?
Does it mean that he scaled the wall and stood on top of it or does or it mean that he reached the other side of the wall by scaling the wall first and then jumping over to the other side ?
Can it mean both ?

Debpriya DeHe climbed over a steep wall
When I hear this I assume he reached the other side. I don't get an image of him standing on top of the wall.
