Climate control up to date

Is it correct to say "up to date with" or "behind with"?

Europe isn't up to date/is behind with climate control like the USA. Not every hotel or restaurant has AC because it's only ever really hot 2 months out of the year.

or behind in terms of climate control

Is "up to date with" the best set of words to use here

Which is better : up to date with climate control or in terms of climate control?
