cleft sentences

I have two questions on cleft sentences.

1. Is there any Future tense in the "it" part of cleft sentences? It just both "Grammars in use" have no future cleft centences examples, and google gives an incomparably larger number of hints on any "it is he who.." than "it will be he who.."

May i say for example: "It will be my brother who will win the world championship"?

2. Are both correct?

a) It is Tom who stole your wallet.

b) It was Tom who stole your wallet.

Thank you.

Where the second clause has past verb, that of the first can be past or present. 2a, 2b is correct. It is my brother who will win the world championship, IMO.

InchoateknowledgeIt will be my brother who will win the world championship expresses prediction
What do you mean? Doesn't "it is my brother.." also express prediction as it also refers to a future happening? And the cleft part of the sentence only states your oppinion on who will make an action i

I am just trying to help you.

It will be my brother who will win the world championship expresses prediction (this is what I expect)
It is my brother who will win the world championship expresses certainty ( no doubt about it)

First of all for example

  • It is Tom who/that will win the match
is not that good as

It is Tom who/that is going to win the match

  • It will be I who will be married
though you can be a subject you are usually an object of marriage as well
