Cleft sentence with participial clause

"It's a nice hat (that) you are wearing."
"That's a nice hat (that) you're wearing."
In the sentences above, the 'that clauses' refer to "it" and "that" and are restrictive in nature , I guess.
But what about a sentence like "That's a nice breeze blowing outside" ?
Is this kind of sentence grammatically correct ?
Can we write a cleft sentence using "participial clause" ?
