Cleared of ? accused of?

Hi, I read a passage from a newspaper this morning.

"The Medical Coucil has suspended indefinitely the license of a doctor who was cleared of the indecent assault of female patients 2 years ago.

David, now 33, was accused of performing inappropriate and unnecessary medical examinations on the breasts and vaginas of 6 patients in 2007and 2008."

My question is :
Why we can put a perposition "of" after an adjective "cleared" ? and Why there is a of after a verb "accused" ?
Are both of them phrasal verb? can anyone give me a detailed explaination and further examples?

Yes.

Beginning with the infinitive is just a standard way of stating a general expression.
You could also say, "Clearing/accusing someone of X" is the standard formula.
