is this sentence grammatically correct? or is it supposed to be "was" since it's a reported speech despite my intention to describe the story in present tense.

he said the sun is shining every day! !! the fact the sun is shining is a...fact!!!!! the sentence you brought is very "fact"....you can't argue that the book is about something..!!! (however, you cant say:"he said the book is interesting"-that would be an opinion)
You don't have to use the usual sequence of tenses for reported speech all the time. If what you say still pertains to the present, you can use either past or present.
So "He said that the novel is about ..." and "He said that the novel was about ..." are both grammatically correct.
