Hi, Last year, the Lead India intiative dusted off 6 decades of indifference to take its first determined steps . Steps that would travel a road lined with cynical litter and well-meaning discouragement <<< This is a phrase rather than a sentence, because it has no main verb. I would attach it to the first sentence by replacing the period with a comma.
