By saying "responsibility assignment" I mean " the giving of responsibility to a person .For example,the director says to his newly recruited staff: " your responsibility is to manage all sales activities of the sales department."

First you say you should make it clear who is responsible for what. Then you say the company should make the policy (what policy?) clear so people know what they can enjoy. When I say "policy",I mean "the company policy". Each company normally sets down a policy which will stipulate that an employee, for example,after a year of continuous service is entitled to 12 day annual leave , year-end bonus and so on.
