Clear Accident

What is "clear an accident", like this:

http://www.nytimes.com/1992/06/06/nyregion/wet-shoes-and-traffic-delays-a-most-blustery-day.html
"The accident occurred at 1:20 P.M. when a flatbed trailer jackknifed across three lanes of the turnpike near Newark International Airport, Trooper Lee Hendrickson said. ... The police cleared the accident just before 4 P.M., but the combined force of high winds, a driving rain and Friday night traffic left the route jammed until well after dark."

An accident is an event, not a state or object. Should it be changed to "cleared the debris of the accident "?
