Clause interpretation

When this moment arrives will depend on the industry in which a business operates as well as the entrepreneur's own balance sheet.

Q) I was wondering how two verbs are in 'when' clause. (How should I interpret that sentence? What's the main subject of the main clause?)

For example, a simple when clause that I know comes like this.

When this mement comes, many people get scared.
