A phrase is any group of words which go together in some way. In one sense, clauses and sentences are also phrases.

a red hat
up the hill
taking the bus
to be a pain in the ****

A clause is a phrase which has a subject and a verb. That is, it has an actor and an action.

where I fell
which somebody broke
Jane likes Nancy
because I can
