Clarification of "overall" meaning?

Overall adj. - taking everything into account; general. - (Oxford Dictionary meaning)

E.g. An overall improvement.
E.g. The overall effect/impression is very good.
E.g. A standing budget committee is usually responsible for overall policy. (Does it mean the whole policy?)

I seem to be having some problems with understanding the actual meaning of this word.

Btw, is it correct to say this sentence:
I'll call you when i become free.

"an overall improvement" is either an improvement to lots of different areas at the same time, or a change that is, on average, an improvement (i.e. there may be a few things that are worse, but these are outnumbered by things that are better).
