'claim to be'

Hi everybody,

I would to enquire about this expression: 'claim to be'.

In the sentence: 'I claim to be an evil man' Do I tell it from myself or is it like a passive voice (and in this case other people think it about me)?

Finally I'm curious about that whether 'is it' is correct in my question or it should be 'it is' (I thought that the two parts of the sentence was on an equal level).

Passive voice would be "I am claimed (by others) to be an evil man."
