Claim insurance money; overlay

Hi,

1) "Somebody broke into our car, but we decided not to claim our insurance money because nothing got stolen."

Can I say 'claim insurance money' instead of 'make an insurance claim'?

2) "They overlay upbeat music over sad scenes to create a balance."

Can 'overlay' be used this way?
