Civilized construction methods?

Dear All,

Here's another question related to construction works... Have a look at this translation:

Management of the Expense Spent on Safe and Civilized Construction Measures


The word civilized leaves me with some doubts. Can it be used in such a way? I believe the translation might be inaccurate. A country can be civilized, but can we say that construction measures are civilized? If not, would there be a more suitable word?

What I was trying to say was/is based on this definition of the word civilized:

In that sense, the word still has a nuance of polite behavior. It sounds peculiar in your very practical context. I strongly advise you to find another word.
eg methodical ?

We don't usually speak of 'expenses spent'.

I guess I don't... it's just that I wanted to make it as clear as possible for everybody to get the idea of what kind of word I'm looking for.

Hmm... there must be a word that describes a similar meaning as civilised does... Something that says that the construction methods are advanced and up-to the required standards...
