Civil engagement, substantially

Hi, Since they refer to a debate, what they meant with "civil engagement" in the context ?

What is "substantially" here? I got three options but since I'm not sure with any of them (It would be hard to know their right meaning in English since I'm using Hebrew dicitionary) I have to ask about it here Emotion: smile
