City Hall v.s. the city hall

I learned that "Where is City Hall?" is the right expression in junior high school, but is there no problem with "Where is the city hall?" Which would you recommend to use to non-native speakers?

(I don't see any connection with junior high school at all, so I don't know where you got that from or what unnecessary significance you may be attaching to it. I'd forget it if I were you.)
