In the recent coal mine accident news, I heard they said the mining companies had received citations. I also read in a news article which says like "OSHA would then have the power to cite employers for failure to adequately implement this process".
I thought it seems to mean a recommendation or warning, but when I looked up the word in dictionay, it only lists a definition that matchs my guess and that has only positvie meanings.
Is this word used negatively or is my guess missing the point completely?
