I would guess "circulation," which is the main route for vehicular traffic to take. (UK, Europe)

Perhaps I have been unobservant all my life, but I don't recall ever seeing "cir" on a UK sign with that meaning. We do occasionally have "Circus" in street names, which here would be another possibility, alongside "Circle".

Just a guess... I do recall somewhere about "circulation" meaning the direction of through traffic.
