CHP tickets

I told my mom she has gotten a ticket for not speaking English. OR

I told my mom she had gotten a ticket for not speaking English.

What's the difference between the two sentences? I know one is present perfect and the other past perfect but don't they essentially mean the same thing?

Not exactly. In the first sentence, Mom got the ticket much more recently and probably still has it; in the second sentence, she got it longer ago and probably no longer has it.
