Perhaps it would be handy to point out the time frame...

I chose to study in the UK....last year.
"Chose" is a past action.

Customers can choose from a number of products.
They still can - although the prices here have shot up thanks to the credit crunch... and maybe now you might think twice about choosing to study in the UK.
"Choose" is an ongoing, present action
