Chooses refer here?

Hi does "chooses" here means that the prime minister of ministers elected from the cabinet? It is not that clear

"The Prime Minister and the Ministers he or she chooses form the Cabinet. The Prime Minister also appoints junior Ministers to assist individual Cabinet Ministers. Persons appointed to the Cabinet are generally elected Members of Parliament, although it is customary for the Prime Minister to appoint at least one Senator to the Cabinet. Prime Ministers can appoint and dismiss Ministers as and when they wish. They are also free to redefine portfolios and to determine the size of the Cabinet."
