They could not climb up the mountain because of the storm.

It's almost not a matter of closest meaning because three of the four choices are grammatically incorrect.

Only B is grammatically correct.

Only B is correct. Sentence A might be a more accurate choice in its correct form: The storm made it impossible to climb [up] the mountain.


EDIT: Just noticed CJ’s post. I could’ve sworn it wasn’t there 30 seconds ago!

Is the answer C wrong because unable is used only for human.
=> there climbing up the mountain was impossible due to the storm.
Likewise, the answer D wrong because capable can't be used for the possibility of an act. Right?
