But I know that we can use "of" with verb think:

He's thinking of me.

When we use "of" and "about" with think?

Oversimplifying ...

- think about >> reasoning
- think of >> imagination

Another view:

Think of: bring to mind, recall. Whenever you hear this song, I hope you think of me.

Think about: ponder, consider, reason (as Tanit suggested). I will have to think about your offer before I decide whether to accept it.

I think you want this:

I am thinking of/about writing a story.

Either preposition is possible to indicate tentative plans.
