Longman's Dictinary of Common Errors says it is incorrect: "he went outside the country". Accordingly, it should be: "he went out of the country".

No, Longman's is being prescriptive. There is nothing wrong with it grammatically or semantically today. If Longman's wishes to deal in frequencies, 'He left the country' is much, much more common and natural than either alternative the dictionary offers.
