Sticklebacks are small fish that live in the streams and rivers of the UK. I guess that some ducks may try and eat so many of them that they choke, especially as the fish have a series of small spines on their backs. As far as the idea of 'stuffed' is concerned, I think it means the ducks' stomachs are full up, not 'stuffed' as in soft toys (which is what I first read it as).
