Choice of AT / IN preposition with ARRIVE?

Not being a native speaker, I have doubts regarding the preposition used with ARRIVE. I'd say "John arrived at school early" and "He arrived in New York", no doubts there. What about smaller cities? Is it just a subjective choice? Please clarify which of the following sound natural to a native ear.

a) I arrived at New York in the morning.

b) I arrived at Oxford (the city) or any other not too big with a population of around 150,000 or 200,000.
