China's population issue

Population issue comes down to development issue. We will pay attention to the relationship between population growth and socio-economic development in a bid to resolve the issues of population quantity, quality, structure, and distribution. We will focus on the relationship between population distributional structure and socio-economic development by making the population issues part of national socio-economic development plan.

Population transience and changing in family structure poses a challenge on basic public services and social governance. Large-scaled population transience is the major force to change the society and lead to smaller, more diversified and discrete families.

We will strive to make our people have more equal access to population basic services. We will devote special effort to better regulate and serve transient population. By doing so, we can ensure that transient population can enjoy public resources and social well-fare in an equal and fair fashion and that they can comprehensively be involved in politic, economic, social, and cultural activities. Our goal is to make them financially self-reliant, to make others recognize their identities, and to integrate their cultures with those of others.
