Chill, chill out

Do 'chill, chill out' have the exact same meaning as 'relax' (but only these 2 verbs are more informal)? Language is a huge part of our society and most of the time by language we already can say something about a person. I just have a feeling that these verbs are used by people who talk like that 'Yo, buddy, whuz-up?!' Am I right? I hope, you understand what I mean.Thanks.
