Child birth expression

Hi,

How do we express our happiness to the parents of a newborn infant for the birth of their child?

Is it natural to say "Happy new child"?

I'd be so grateful if anyone could help me.

So we don't use "happy" in this case, right?

If no, how about "happy newborn infant"?
