In the US this is rather dated slang. It used to be very popular until, say, about 30 years ago, but then it suddenly went out of fashion and is rather infrequently heard today. Furthermore, it never really meant something as strong as "cowardly." It meant something more like overly cautious or timid. And the noun version was not as popular as the adjective version.
