The Chicago Manual of Style uses this example: Fewer than 3 percent of the employees used public transportation.
Out of curiosity, wasn't less than used with percentages in the good old days? Fewer than in this example sounds so wrong to me, but Chicago is highly esteemed as an 'authoritative source'.
