Development is development. What is development in the center?

In chess language (or perhaps in the world of chess), when you have your pieces in the middle of the board, you have control of the centre; and when you are putting your pieces in the middle of the board (move by move), you are either developing your center or strengthening your center.

No.Controlling the center is different from placing your pieces in the center.

How do you come up with such things?
