Dave and Todd stand at the bar. A tray of shots in front of them. They start downing the shots while people cheer on them/them on/for them.

cheer on them is completely wrong, by the way. Where phrasal verbs are concerned (to cheer on), when the object is a pronoun (it, them, us, ...), it must go between the two components of the phrasal verb.
