The poet says that whenever he feels vacant or pensive, it suddenly comes "flash" to his mind "inward eye" which is a metaphor the dancing daffodils so that his heart fills pleasure, so that's a metaphor, and dances with the dancing daffodils, so that's a personification because the poet gives the heart a human quality of being able to dance.
