Checke my letter plz

Dear Sir or Madam,
I am writing to express my interest in applying for a PhD degree program in Mechanical Engineering at your university.
Due to limited administration of GRE test in Iran which is going to be performed on March; Therefore, I will loose the deadline for applying, I want to know whether it is possible to send my documents (such as CV, TOEFL exam result and etc) without having any GRE test result for department or professors?
I greatly appreciate your time and kind consideration of my Request.
