Check these two sentences!

Could anyone please check out these two sentences if they are OK?

"It is to be avoided at all costs that the strengthened co-operation cause a fragmentation in the union. We also insist that the strengthened co-operation be put into action only if the majority of the member states intend to participate in it. "

Gramatically it seems OK, except that cooperation needs no hyphen. However "it is to be avoided" has about as much grace as a drunken giraffe. " or something?

Gramatically it seems OK, except that cooperation needs no hyphen.

However "it is to be avoided" has about as much grace as a drunken giraffe. I mean "at all costs" is forceful language, why maim it with "it is to be avoided?" Why not say "the strenghtened cooperation should be prevented from causing..." or something?
