#2. The picture is hang the wall.
#3.The picture is on the wall. b.Are #2 ,#3 syn?

#4. The picture is against the wall.( is not hanged). What's difference between #4 and #3

#3.The picture is on the wall. b.Are #2 ,#3 syn? --Yes.
#4. The picture is against the wall.( is not hung). What's difference between #4 and #3-- #3 is a hanging picture; #4 is a picture which is not hanging.
