Check the grammar

Hi.
Is it grammatically correct to say;
Last person to leave the office must lock the door.

I think it should be;
Last person who leaves the office must close the door.

Both are fine, but #1 is very common.

It would be better English to say 'The last person . . . '.
Omitting 'the' puts it in the form of a terse instruction, that might for example be stuck on a notice board.
