Does he really have to "fly in the air"?

Hi, I had a job thinking of any contexts where 'fly in air' would be appropriate but I googled up this example.

'Gliders have no engine and must fly in air that is rising faster than they are.'

This is specifying the type of air but not actually talking about the fact that they fly up in the air - 'the air' meaning 'the sky'. Can you see the difference?
