1. Which one is correct between:
- The plane was on the runway a few minutes ago.
- The plane was in the runway a few minutes ago.

2. The police had arrested two people but afterwards he let them go.

2 - The policeman had arrested two people but then he let them go. The afterwards isn't wrong, but seems unnecessary.

Police is plural, so if you mean the police, in general, use they. If you mean one person, then say police officer or policeman.
