Check my sentence structure?

"Whoever decided that discussing Plato at 7:30 in the morning deserves to be shot."

I know that this sentence might be a bit cumbersome, but is it a complete sentence? If no, why not? This pertains to a little bet between a friend and me. Thanks!

It doesn't work for me. I'd say it's ungrammatical.

"Whoever decided to discuss Plato etc." is okay.

"Whoever decided that discussing Plato at 7:30 in the morning is a good idea deserves to be shot." This is okay.
