Glennon (2005) claims that the major causes of water scarcity is the boom of demand and the collapse of supply. First, the rapid growth of population brings a potential result of increasing demand. The population of the US has increased 10 million in the last 20 year. Besides, the experts anticipate California could add 400.000 new citizens each year and the population might reach 51 million by 2040 when it is 36 million in present (Kelley 2004, cited in Glennon 2005). On the other hand, the sources are running out due to the poor water use practice. The natural rivers and aquifers are mostly depleted as the diversions and over pumping respectively (Hustal et al. 2004, cited in Glennon 2005). Underground water has been contaminated by the industrial effluent, and ocean water’s penetration drives coastal aquifers too salin.
