Check Grammar in speaking

I need some help...I have 3 questions

I think having nutritional food labeling has been a good idea, don’t you? I think it will change people’s behaviour and stop mothers, in particular, buying the wrong things.( source: Cambridge 13 test 4 section 3)


In this sentence,

1/ why do the speaker not say " labeling nutritional food has been...' instead of ' Having nutritional food labeling has been...' and is there any difference between these 2 ways of saying?

2/ I think this sentence's grammar is wrong because nutritional food can not label by itself ...and I think the right one should be ' having nutritional food (which is) labeled has been...?

3/ why do the speaker use ' don't you ' at the end of sentence...because according to the knowledge that I learned about Tag Question, the speaker said 'I think...' so I think at the end of sentence he/she must use 'don't I ' instead of ' don't you?'
