Check 3 sentences

Hi,

Could anyone please advise me on whether these three sentences require any corrections:

1) The high-priority tasks, which shall be implemented in full within the framework of the plan, shall wherein include the following:
completion of the work related to the X modernization and the development of the Y cyclotron for carrying out research on nuclei beams,... other tasks follow

I think when I want to list tasks, I have to use a noun in the list, right? How should I write the first half of the sentence to be able to use the verb, i.e., "to complete the work related to..., to develop..." I think it is better to use a verb in such lists.

2) The Committee advises to conduct the work on the X cyclotron modernization and the Y hall renovation between 2017-2018.

3) The full implementation of all the above-mentioned changes under the Plan for Organization Development (2013-2015) seems to be problematic/difficult/does not seem to be possible as extra funds are required (1 billion more).
