Has this text been written right?

The picture of this sculpture was announced to the National Emblem of India on 26 January, 1950, at the day when India became a republic.
There are four lions on the round Abacus on the State Emblem. The fourth lion is situated behind and,consequently, is hidden from the view. The abacus adorned with four animals - the symbols of the four directions: the Lion is the north, the Elephant is the east, the Horse is the south and the Bull is the west. The abacus lean against the lotus in blossom, symbolizing the source of life. There is a motto written in Devanagari : ??????? ???? (Satyameva Jayate, «???? ?????? ?????????»). This is a quotation from Mundaka Upanishad.

The picture was probably 'introduced' or 'presented' rather than 'announced.'
