I guess the key thing here is that "cheating" and "deceiving" are two separate actions. You can do one without necessarily doing the other. Example, I can "lie"/"deceive" you by saying that I called your mother, when I didn't. That's deception but it doesn't mean I'm "cheating" you because the lie hasn't cost you anything/doesn't make you worse off.
