Cheaper or more cheap

Good evening! It may sound like a dull question, but anyhoo :

"Without more cheap housing, families will leave the village and find homes in town." - Advanced Grammar in Use by Martin Hewings.

It just doesn't seem grammatical to me. How is it even possible to speak like this?
